The EU Joint Transfer Pricing Forum (JTPF), which was set up in 2002, assists and advises the Commission on transfer pricing tax issues. It proposes non-legislative solutions to practical problems posed by transfer pricing practices in the EU. It is made up of representatives from Member States, businesses and NGOs. The work of the forum centres around two areas:
- the Arbitration Convention, which is a specific dispute resolution mechanism for transfer pricing cases; and
- other transfer pricing issues.
The June Action Plan called on improving the transfer pricing framework in the EU in order to better align the transfer pricing outcomes with value creation.
